Am I pre-2008 student?
You are a pre-2008 student if you:
- started your course of study in a Commonwealth supported place between 1 January 2005 and 31
December 2007; and
- have not completed your course at 31 December 2007; and
- are not a pre-2005 HECS student in 2008; and
- are studying a unit in the accounting, administration, economics or commerce funding cluster (see Table A). Eligible students will be charged the lower (pre-2008) maximum student contribution amount when undertaking units in this funding cluster.
You will still be considered a pre-2008 student if, from 2008, you:
- meet the requirements stated above, and you transfer from one course of study
to another (including where one course of study is postgraduate and the other
is undergraduate); or
- transfer between Higher Education providers; or
- discontinue your studies in 2008, and subsequently enrol in a Commonwealth
supported place in 2009 (or any year up to 2012); or
- complete a course of study by 31 December 2007 that was an enabling course; or
- complete a related course for an honours course of study by 31 December
2007 and then undertake the honours course.
You will not be considered a pre-2008 student if:
- you were not in a Commonwealth supported place before 1 January 2008; or
- you accepted a Commonwealth supported place in 2007 and because of special circumstances took an approved leave of absence for 2007 before the census date; or
- you were a HECS student prior to 1 January 2005, but have not undertaken any study between 1 January 2005 and 31 December 2007 that would make you a Commonwealth supported student

Am I a pre-2005 HECS student?
You are a pre-2005 student if you:
- started your course of study as a HECS student before 1 January 2005, and
- have not discontinued enrolment in your course, and
- have not completed your course.
Discontinuing your enrolment DOES NOT include:
- being on an approved leave of absence
For example, you were enrolled as a HECS student in a course in 2003 and then took an approved leave of absence for 2004. If you return to study in 2005 as per the requirements of your approved leave of absence, you will have not discontinued your course.
Please note: If you accepted a HECS place at QUT in 2004 and because of special circumstances took an approved leave of absence for 2004 before the census date, you will NOT be considered a pre-2005 HECS student.
- transferring to another course of study at the same level at the same or a different higher education provider.
For example, you complete units as a HECS student in a Bachelor of Science in 2004 but do not complete the course. In 2005 you change to a Bachelor of Education either at QUT or a different uni. You have not discontinued your enrolment because you have transferred from one undergraduate degree to another undergraduate degree.
- transferring from a single to a double degree at the same level at the same or different higher education provider
- being admitted to a course after completing the requirements of a qualifying or preliminary course at the same level
- completing an enabling course in 2004 and then in 2005 being admitted into the course which relates to the enabling course
- being admitted to an honours course after completing the related pass course.
You will NOT be considered a pre-2005 student if, before 2005, you:
- formally withdraw from your course
- discontinue your course
- let your enrolment lapse.
You will no longer be eligible for pre-2005 conditions if, from 2005, you:
- formally withdraw from your course
- discontinue your course
- let your enrolment lapse
- completed your course
- change to a course at a different level (for example, undergraduate to postgraduate).

Am I a pre-1997 HECS student?
You are a pre-1997 HECS student if you:
- started a course as a HECS student before 1 January 1997, and
- have not discontinued your course, and
- have not completed your course.
If you are a pre-1997 HECS student you will be charged the flat (non-differential) rate of HECS (indexed).

Where to now?
Once you have determined the above you may be eligible for the transitional arrangements. There must be sufficient evidence to determine your eligibility for pre-2005 transitional arrangements.
All continuing and prospective students should read the Information for Commonwealth supported students booklet. Fee-paying students should read the Fee-Help Information booklet. These booklets are available at the goingtouni web site or from Student Centres on QUT campuses.
QUT will use available information to make an initial assessment of whether students are eligible students for pre-2005 provisions. Should you not be satisfied with this initial assessment you should complete the appropriate application form (see below). Please ensure you read all relevant information, including the definition of an eligible student, before completing and submitting the application form.
