Examples of transitional arrangements |

Some students wishing to be considered as eligible students will present evidence which is relatively simple to evaluate. Examples for common scenarios are provided below. Individual student cases will become more complex if the student has more than one course attempt. It is not possible to describe all these scenarios. Student Business Services will develop procedures to guide decision making in the more complex cases. 1. Students continuing in the same course or a course at the same levelUndergraduateA student who commenced studies in an undergraduate HECS liable course who has not discontinued enrolment in that course, who has not completed the requirements for that course and who then enrols at QUT on or after 1 January 2005 in the same course or another course at the same level will be considered an eligible student. Examples:
PostgraduateA student who commenced studies in a fee paying postgraduate coursework program with a HEP, who has incurred a PELS debt for that course on or before 31 December 2004 and who then enrols at QUT on or after 1 January 2005 in the same course or another course at the same level will be considered an eligible student provided they have not completed the requirements for the course. Example: A student who was enrolled in a graduate certificate course in 2004, has not completed the requirements for the course, has deferred their debt through PELS prior to 31 December 2004 and who enrolls at QUT in a graduate certificate in 2005 is an eligible student.
Students changing courses (internally or through QTAC)A student who was enrolled in at least one unit of study after the census date for that unit in an undergraduate HECS liable course in 2004, who was not discontinued and who has not completed the requirements for the course (single degree programs only) and who enrols at QUT in the same course or a different course at the same level including transferring to a double degree or combined course is an eligible student. 2. Students enrolled in double degree or combined courses completing one component degreeA student who is enrolled in a double degree or combined course and who completes the requirements of the first award as part of the progression for a course of study and who continues enrolment without interruption in the second award is an eligible student. A student who is enrolled in a double degree or combined course who formally completes one part of the double degree (i.e. completes one award and exits with the single degree) and then “transfers” to another course is deemed to have completed course requirements and is no longer eligible for pre-2005 conditions in the new course. For example: A pre-2005 student enrolled in B. Business/B. Laws completes and exits with the Bachelor of Business. The student is deemed to have completed course requirements. The student is then admitted into the B. Laws or into the B. Applied Science/B. Laws. The student is not an eligible student for this new course. 3. Students enrolled in a single degree in 2005 transferring to a double or combined degreeA student who has been assessed as an eligible student in 2005 for a single degree who then transfers to a double degree or combined degree, will be treated as a pre 2005 student for that entire degree until 31 December 2008. 4. Students admitted to a course of study after completing the requirements of a “qualifying or preliminary” course of study at the same level.A student who is admitted to a course of study after completing a preliminary or qualifying course of study at the same level and who has not discontinued is an eligible student. The qualifying or preliminary course must have commenced no earlier than 1997. Example:

Students offered a place in 2004 but chose to deferA student who has been offered a place in a HECS liable course at QUT or at any other Higher Education Provider in 2004 but did not commence the course or did not remain enrolled in at least one unit after the census date for that unit and who subsequently enrols at QUT on or after 1 January 2005 is NOT an eligible student. 6. QUT students on approved leave of absenceQUT commencing students (no load): QUT allows, under special circumstances leave of absence for commencing students. These students have not incurred a load and are NOT an eligible student Continuing students: A QUT student who was on approved leave of absence in 2004 or who was undertaking units as a cross institutional student at another HEP in 2004 will be considered an eligible student. 7. Cross-institution students from other Higher Education ProvidersUndergraduateAn undergraduate student in a Commonwealth supported place from another Higher Education Provider (HEP) who enrols at QUT on a cross-institutional basis will from 1 January 2005 be required to pay the relevant QUT student contribution rate for the course of study unless evidence has been provided to confirm their status as an eligible student . The evidence must be provided by the HEP at which the student was last enrolled prior to enrolling at QUT and must include the full course title, date of first enrolment, year of last enrolment, whether the course has been completed and the HECS status (differential or non differential). Evidence may also include confirmation from the HEP that the student is enrolled as a pre 2005 student at that institution. 8. ReadmissionA student with previous studies at QUT who was discontinued or allowed their enrolment to lapse or withdrew from the course and who subsequently applies for readmission on or after 1 January 2005 is not an eligible student. 9. Excluded studentsA student who has been excluded for academic, disciplinary or administrative reasons and who returns to study on or after 1 January 2005 is not an eligible student . 10. Other categoriesStudents in the following categories are not eligible students for pre 2005 transitional arrangements:
